NVCOG works to provide a safe and functional transportation system for residents and visitors to the region. As the federally designated Metropolitan Planning Organizations for the region, the NVCOG works collaboratively with the USDOT, CTDOT, and our member municipalities to ensure that the transportation network works for everyone. 

To achieve this, the NVCOG works conducts studies and long-term planning with our member towns to identify needs and proffer solutions, as well as partnering with them to apply for and obtain funding from both the State and Federal Governments to maintain and upgrade infrastructure and various enhancements that will improve the quality of life of our 450,000 residents and visitors alike to our region.

WHAT WE DO 

AIR QUALITY/ CONFORMITY 

The U.S. E.P.A. reports that the transportation sector is responsible for approximately 45% of nitrogen oxides (NOx) total emissions inventory in the United States. Other pollutants include particulate matter (PM) and volatile organic compounds (VOCs). As a Metropolitan Planning Organization (MPO), we are duty bound to demonstrate that our plans, projects and programs will not increase these pollutants or their frequency but will help reverse the trend to acceptable air quality levels. 

NVISION ZERO/TRANSPORTATION SAFETY PROGRAM 

Vision Zero is the worldwide campaign to end deaths and serious injuries from automobile crashes. NVCOG joined this campaign in September 2022 with a target to reach the goal by 2060 through the implementation of various programs and projects in our municipalities.  

LOCAL TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM (LOTCIP) 

The Local Transportation Capital Improvement Program (LOTCIP) is a state-funded program that enables municipalities embark on transportation improvement projects in their areas of jurisdiction in a timely and more seamless manner. 

ACTIVE TRANSPORTATION PROGRAM 

The Active Transportation Program of NVCOG promotes the provision of infrastructure as well as programs that will aid walking, biking and other micro-mobility devices as well as the use of multi-use trails in our region. 

TRANSIT PLANNING 

We are responsible for ensuring that there are options for residents and visitors to have access to public transit services throughout the region. These include liaising with service providers to ensure adequate services, working with municipalities and the state to attract funding to upgrade transit infrastructure as well as advancing safety causes around the entire transit system. 

TRANSPORTATION IMPROVEMENT PROGRAMS 

As a Metropolitan Planning Organization (MPO), we are federally mandated to have a list of all planned highway and transit improvement projects that we intend to have funded by the U.S. Department of Transportation over the next four years. This list is called a Transportation Improvement Program (TIP).  

METROPOLITAN TRANSPORTATION PLAN 

The Metropolitan Transportation Plan is our long-term vision for transportation in our region. This masterplan, which is a product of extensive consultations, encompasses our goals for the region for the next 25 years as well as how we intend to get there. 

UNIFIED PLANNERS’ WORK PROGRAM 

The Unified Planners’ Work Program (UPWP) is a statutorily mandated document that details all transportation planning activities that a Metropolitan Planning Organization (MPO) will be carrying out in furtherance of its mandate.
