NVCOG is committed to encouraging the development of solar energy in our region. To that end, we have partnered with SolSmart, a nationally-recognized certification program funded by the U.S. Department of Energy, to remove barriers and take actions in support of solar. In December of 2023, NVCOG was awarded Silver designation for our actions.

Clean Energy Programs Phase-Out Schedule Update

With the 2025 federal administration change, a number of clean energy incentive programs are being phased out. The charts below list the program, its original termination date, and its new termination date.

State level incentives and financing, however, are still available. The most up-to-date information can be found on Energize CT’s database at Rebates and Incentives | EnergizeCT or the DSIRE national database at DSIRE.

Phases down credits for projects commencing construction after 2033 (lagged effect of a 2032 trigger). Wind and solar must begin construction by 07/04/2026 (12 months after enactment) OR be placed in service by 12/31/2027.
48E – Clean Electricity Investment Credit
Phase down starts after 2033 OR the year after the year the US power sector reduces emissions to 75% below 2022 levels – whichever is later
