Naugatuck Valley Council of Governments RFP for Vendor-In-Place Regional Revaluation Services Program

The Naugatuck Valley Council of Governments (NVCOG) is soliciting proposals from qualified vendors for a Vendor-In-Place Regional Revaluation Services Program. As a core element of the RFP response, vendors must provide economy of scale benefits via a pricing schedule for grouping multiple town revaluations together. Group pricing should be presented by number of parcels to be valued. Pricing would remain in effect throughout the five-year period. The Member Towns will have the option whether to participate in the program at their discretion.

Naugatuck Valley Council of Governments Request for Proposal for Information Technology Services

The Naugatuck Valley Council of Governments (NVCOG) is soliciting program proposals from qualified vendors for Information Technology support services for multiple municipalities. As a core element of the RFP response, vendors must provide a scalable pricing schedule per device for remote and onsite, as needed consulting services. The qualified vendor will enable the towns to significantly improve information technology (IT) effectiveness, enhance their quality of services, minimize their support cost and maximize efficiency and the the towns’ return on investment in IT. The Towns will have the option whether to accept the proposal at their discrection.

NVCOG Hosting Governor’s Council on Climate Change Stakeholder Event on July 26th at NVCC

The Governor’s Council on Climate Change (GC3) will hold a second round of stakeholder events on Tuesday, July 26th, 5:30pm-7:30pm (refreshments available at 5:00pm). RSVP at http://bit.ly/GC3-July26
 
The primary/central location will be in Hartford, with 9 satellite locations across the state including one hosted by NVCOG at the Naugatuck Valley Community College in Waterbury. Participants at the satellite locations will view the presentation via video link and then engage in facilitated dialogue at the local level.
 
Nearly 200 people participated in Round 1 on May 5th (see photos, video and other information). The GC3 is seeking input from stakeholders as it develops a set of strategies to achieve the state’s mandated goal of a 50% reduction in greenhouse gas emissions below 2001 levels by 2050.
 
Participants in the July stakeholder events will have an opportunity to learn about the initial results of the modeling scenarios, provide feedback to the GC3 members on the priorities incorporated within those scenarios, and engage in local dialogue about some of the policy implications of the initial results: Which activities should be prioritized for early implementation? What criteria should be used in identifying the communities/regions where we should focus limited resources in the short-term?

Naugatuck Valley Regional Profile 2015 now available!

NVCOG staff has just completed an update to the Regional Profile for the 19-municipality Naugatuck Valley Region.  The Regional Profile compiles population, economic, and housing data from a variety of sources including the U.S. Census Bureau, the Connecticut Department of Labor, and the Connecticut Department of Economic and Community Development.

Disadvantaged Business Enterprise (DBE) Program & Goal Update

The Naugatuck Valley Council of Governments has updated its Disadvantaged Business Enterprise (DBE) Program and established a DBE goal of 8.1% for Federal Fiscal Years 2016-2018.

The public is encouraged to review and comment on the Draft Program and the proposed Goal. The draft plans are also available from 8:30 am to 4:30 pm, Monday through Friday, at the Naugatuck Valley Council of Governments offices located at 49 Leavenworth Street, 3rd Floor, Waterbury, Connecticut 06702, and at the Valley Transit District (VTD) located at 41 Main Street, Derby, Connecticut 06418.

NVCOG seeks a full-time experienced Finance Director

Finance Director

Working with the Executive Director and using considerable initiative and independent judgment, the Finance Director manages the activities of the Finance Department, including accounting, auditing, A/P, A/R, payroll, risk management, and personnel administration. Duties include: direction/supervision of staff, cash flow forecasting and management, development of an annual budget with direct salary, fringe, burden and overhead considerations, monthly financial reports, maintenance of pension plan, fiscal controls and financial record keeping, purchasing and contract management procedures, management of grant and contract fiscal and program compliance, preparation and presentation of analytical reports and long range financial projections. Additionally, the Finance Director manages capital assets, establishes and maintains internal audit procedures, and demonstrates continuous effort to improve operations.

Knowledge of principles and practices of finance, accounting, budgeting, and personnel management are essential, as is the ability to analyze, interpret, and explain complex financial reports and projections. The ideal candidate must be able to work under pressure and manage multiple priorities and communicate clearly and effectively orally and in writing.

Education/Experience: Bachelor’s or Master’s degree in accounting, finance or a closely related field, or equivalent work experience. CPA preferred. Expertise in Excel and QuickBooks Pro accounting software is essential. Knowledge of governmental financial oversight and audit regulations and procedures is preferred, working knowledge of match funding and FTA grants is a plus.  Click here for a full job description. Salary & BenefitsNVCOG offers a professional work environment with a competitive benefits package, including fully-paid medical and a defined contribution retirement plan. Salary range for this position is $65,000-$90,000 based on qualifications and experience.
