Title VI and Public Participation Planning

This page outlines the NVCOG’s efforts to ensure non-discrimination, enhance accessibility, and engage the community through its Title VI, Language Assistance Plan, and Public Participation Plans. The plans were adopted in March 2025 and the next update will be in 2027.

Past Meetings

These interactive meetings included a brief overview of proposed updates and activities to gather attendeesthoughts, concerns, and suggestions. All meeting locations were ADA accessible, and the public was informed that they could request language assistance services.

The Title VI Nondiscrimination Plan, updated every three years, helps the NVCOG meet the requirements of Title VI of the Civil Rights Act of 1964. Title VI prohibits discrimination based on race, color, or national origin in federally funded programs and activities.

The Plan outlines the NVCOG’s ongoing commitment to ensuring equitable access to federally funding programs and services. It includes an analysis of regional demographics, public outreach efforts, and strategies to promote fairness and accessibility.

The Plan also incorporates the Language Assistance Plan, which outlines how we identify and interact with the limited English Proficiency (LEP) population. This includes language assistance measures, outreach strategies, and accommodations to bridge communication gaps.

The NVCOG administers this plan in collaboration with the Greater Waterbury Transit District (GWTD) and Valley Transit District (VTD) to ensure compliance, promote equitable access to transit services, and uphold the principles of non-discrimination across the region.

This Plan integrates current demographic data and reflects public feedback to identify opportunities for improved outreach, mobility solutions, and communication strategies.

The public comment period opened on February 12, 2025 and closed on March 17, 2025. Endorsed by the NVCOG Board of Directors on March 21, 2025. Effective March 24, 2025.

The Public Participation Plan (PPP) outlines when, where, and how the NVCOG connects with residents to ensure transparency and inclusivity in its planning process. The Plan outlines strategies to engage the public in the planning process, ensuring diverse voices are heard and represented.

Consistent with 23 CFR § 450.316, the Plan aligns with federal requirements and best practices to ensure that all voices are heard. The will continue to evolve based on community needs, feedback, and emerging best practices.

Open to public comments from February 12, 2025, to March 31, 2025.

All plans will follow the timeline outlined below:

  • Drafting Period: November 2024 – February 2025
  • Public Comment Period: February 2025 – March 2025
  • Recommendation to Move to Adoption: March 2025
  • Submission to the Federal Transit Administration: April 2025
