In support of the Town of Wolcott’s proposal to connect the Woodtick Recreation Area and Scovill Trail to the Mattatuck Trail in the north, the Naugatuck Valley Council of Governments produced a comprehensive routing study.
Through this collaboration, the NVCOG developed routing options that provide a safe, continuous connection, and identified next steps and potential funding sources to bring this vision to life.
This routing study, and the proposed trail connection, aim to enhance connectivity and recreation access to residents and visitors, furthering the NVCOG’s goal of providing safe alternative transportation means and access to our area’s spectacular natural resources.
The final report was presented and discussed with the community at the last meeting, after which it was submitted to the Town of Wolcott for next steps.

We plan to host one more public meeting to review the final results and will continue working with the Town to implement the recommended routing according to their timeline.
Public Involvement Process
During the study, our team used a variety of tools to engage the public in a dialogue regarding the future needs of the town and regional trail network.
We conduct interviews with stakeholders, led public information meetings, and provide frequent updates via this website and NVCOG’s social media platforms. Additionally, all documents related to the project will be posted to this website for review and comments.
Public Meetings
Multiple public meetings were conducted with the dual purpose of sharing findings and hearing comments directly from the community and those who use the corridor regularly.
The first public meeting was held in-person at Wolcott Town Hall on October 10, 2024 at 6:00 PM. This meeting included a brief introduction to the project followed by an opportunity for attendees to provide feedback on preferred design elements, routing options, and amenities.
A second meeting was held virtually on October 15, 2024 at 6:00 PM.
The final public meeting was held in-person at Wolcott Town Hall on August 21, 2025 at 6:00 PM. This meeting shared five routing alternatives and discussed the NVCOG-preferred alternative that runs east of the Mad River and crosses Route 69 at Center Street and Beach Road. Attendees could provide feedback on the routing options, crossings, and other elements of the trail connection
