The State of Connecticut Department of Transportation (CTDOT) is offering free assistance to municipalities to help them comply with the Americans with Disabilities Act (ADA). This program helps towns complete required self-evaluations of public facilities and rights-of-way, and maintain an ADA Transition Plan.

Why is this required?

Under federal law, all public entities employing 50 or more persons are required to maintain an ADA Transition Plan. This plan must identify physical barriers within public facilities and transportation systems and outline a strategy for removing those barriers. These plans must be reviewed and updated periodically until all identified barriers are completely addressed.

How can your municipality participate?

Over the next 18 months, CTDOT, NVCOG, and BETA Group are collaborating to offer ADA technical assistance to all 19 NVCOG municipalities. To help your municipality understand the assistance being offered, please reach out to jrogalski@nvcogct.gov.

Recent Meetings

The project team held two identical kick-off meetings in July 2026. The meetings provided ADA background, project timelines, project deliverables and what the municipalities may expect over the next few months. CEOs, Municipal ADA Coordinators, Department of Public Works staff and Planners were encouraged to attend.

Beginning in 2026, the State of Connecticut Department of Transportation (CTDOT) is partnering with the Regional Councils of Governments to support Connecticut Municipalities in their efforts to comply with ADA Requirements through a new ADA Title II Municipal Support Services program.

With NVCOG involvement, CTDOT has contracted a consultant, BETA Group, to review pedestrian facilities within public right-of-way along state and local roads and ensure compliance with the ADA Transition Plan and Self Evaluation requirement. On May 1, 2026, CTDOT, BETA Group and NVCOG met to kick off an 18‑month pilot offering ADA compliance assistance to all 19 NVCOG member municipalities. Lessons learned from the pilot will guide the program’s expansion to additional regions across the state. Municipal engagement will be essential to ensuring compliance with ADA requirements and improving accessibility for residents across Connecticut.
