Waterbury, CT TMA Congestion Management Process 2025 (DRAFT)

The Waterbury urbanized area received Transportation Management Area (TMA) status in October 2023. As required of TMA’s by 23 CFR 450.322, this report details the congestion management process (CMP) that guides decision making within the Waterbury area. The CMP is a continuous, comprehensive strategy used regularly to inform decisions, prioritize projects, and ensure that the federal transportation planning process meets or exceeds federal standards.
