The primary purpose of a natural hazard pre-disaster hazard mitigation plan (HMP) is to identify natural hazards and risks, existing capabilities, and activities that can be undertaken by a community or group of communities to prevent loss of life and reduce property damages associated with the identified hazards and also to make identified activities eligible for federal assistance.
